The
10th of October 2007 marks the 5th annual World
Day Against the Death Penalty. To mark this
occasion, the European Commission is releasing
a free to air Video News Report, which looks
at the EU's international stance on the Death
Penalty. In 2006, one thousand, five hundred
and ninety one prisoners were executed worldwide.
While
there is a growing global trend towards abolition,
the death penalty remains a serious issue for
the European Commission and it continues to
engage relevant third countries - promoting
its stance on total abolition of the death penalty
for all crimes including genocide, war crimes
and crimes against humanity. For the European
Union, this is a fundamental human rights issue
and the EU's stance is rooted in the inherent
dignity of all persons, regardless of their
actions, as enshrined in the Charter of Fundamental
Rights of the EU.

In
this VNR Karel Kovanda of the European
Commission explains -
'People
who advocate the death penalty in
the first place put their main argument
on deterrence. When you do weigh up
the evidence it is not at all clear
that the death penalty does have a
deterrent effect.'

The
report visits the St Egidio organization
in Rome, founders of the 'Cities for Life'
annual event. Across the world on November
30th over 1000 symbolic monuments are illuminated
from the Coliseum in Rome to the Plaza de
Santa Ana in Madrid, to the Central Obelisk
in Buenos Aires. The VNR also travels to
the Philippines, one of only 4 countries
to have reinstated, and abolished again,
the Death Penalty, and to the US, where
the potential for miscarriages of justice
is an argument holding the attention of
legislators.

Countries
where violence is still a fresh memory
have a particular outlook on the use
of the death penalty. The European
Commission is active in several African
countries, including Rwanda.
According
to Piers Bannister of Amnesty International:
'Many
that have suffered gross human rights
violations often turn against the
death penalty. They basically had
enough death in their society.' He
believes that this is one of the key
factors in the recent Rwanda decision
to abolish the Death Penalty.'

As the world's attention focuses on the
Death Penalty in October, Karel Kovanda
sums up the EU's stance thus 'The fact that
the EU advocates this position and advocates
it this strongly is to my mind is unmistakably
a point that is noticed by other countries
around the world.'
